41 Area Operational Community Facilities Program at Camp Pendleton is a ground-up, Type I and Type II design-build renovation project with a construction cost of $136.1 million. This Webcor/R.A. Burch joint venture project was designed by TranSystems. It comprises 16 buildings and two parking structures in three sites, with five distinct functional areas, totaling 427,389 square feet.

This major construction project was the most diverse and logistically challenging that NAVFAC Southwest had ever awarded at the time. As part of the overall contract, two new design-build parking structures provide over 680 new parking spaces for Marine personnel Privately Owned Vehicles (POV). These two garages represent only the second and third parking structures at Camp Pendleton and thus provided a much-needed upgrade for the day-to-day operations of the men and women stationed on base.

Long span post-tensioned cables allowed for minimal interior columns, providing open views and light to ensure a safe environment for all. Masonry and concrete construction were used to meet the Base Exterior Architectural Plan (BEAP) as well as to provide a cost-effective and damage-resistant facility for the end users.
